It is not packaged in Fedora. That is, as you rightly say, because it is non free.
But this does not prevent anyone from installing it manually by downloading it or by adding the Oracle supplied Yum repository to the local machine. That is another kind of freedom one has by using a not-locked down system.
I tried your suggestion but it didn't work. A vboxusers group does not exist by default.
I'm running F14 in virtualbox 3.2.10
Nevermind, just noticed you were referring to the proprietary Virtualbox. I am using the open source one. Funny thing though, after realizing I didn't have a vboxusers group I thought what the heck, I'll just try connecting to my camera usb device through the menu (Devices->USB Deviecs->...) without doing any weird hacks. And it just-worked.
